Homer Glen, IL…As a police officer, State Representative Patrick Sheehan knows firsthand the sacrifices that first responders make every day. Now, in Springfield, he’s taking that experience and turning it into legislative action, pushing for real solutions that support police officers, firefighters, and emergency personnel.
“For me, this is personal,” said Rep. Sheehan. “I’ve seen the challenges firsthand: departments struggling to recruit, first responders barely getting by financially, or officers dealing with mental health struggles in silence. We can do better, and that’s why I’ve brought forth these important bills.”
Rep. Sheehan has introduced the following legislation relating to First Responders and Public Safety:
HB1634 – Income Tax Credit for First Responders: Would put money back into the pockets of first responders, police, firefighters, and EMS personnel, by offering an income tax credit as a way to recognize their sacrifice and dedication.
HR40 – Law Enforcement Mental Health Awareness Month: Would establish a month dedicated to breaking the stigma around mental health struggles in law enforcement and advocating for better resources and support.
HR27 – Recognition of the Association of African American Law Enforcement Agents (AALEA): Would Honor the AALEA for their commitment to supporting African American law enforcement officers and promoting diversity in the field.
Rep. Sheehan is also co-sponsoring the following bills:
HB1098 – Firefighter Age Restriction Amendment (Co-Sponsor): Would raise the maximum firefighter entry age from 35 to 40, helping departments struggling to recruit while allowing experienced candidates the chance to serve.
HB1478 – Fentanyl-Related Endangerment Legislation (Co-Sponsor): Would crack down on those who manufacture, distribute, or possess fentanyl when it puts others at risk, making it clear that Illinois is serious about fighting the opioid crisis.
HB255 1- Reinstating the First Responders Suicide Task Force: Would reinstate the First Responders Suicide Task Force, adding a member from an organization providing mental health support for first responders.
HB2401-The “Daniel Capuano Memorial Act”: A proposed addition to the Criminal Code of 2012, introducing the offense of “first responder endangerment.” This crime occurs when someone knowingly creates a dangerous condition in a commercial property they manage, intentionally hides it, and it leads to the death or serious injury of a first responder while on duty.
HB1200-Back the Badge: Would create a Recruitment Division within the Illinois Law Enforcement Training Standards Board. This Division will establish the Back-the-Badge Program for creating recruitment plans and determining desired characteristics in police officers.
HB1149-The Educational Credit for Firefighting Experience Act: Would require institutions of higher education to adopt policies for awarding academic credit for applicable firefighter training.
“These are real solutions that can make a difference in the lives of the men and women who serve our communities,” Rep. Sheehan said. “As someone who wears the badge, I know what’s at stake. That’s why I’m committed to fighting for our first responders—not just with words, but with action.”
