Rep. Sheehan Advances Legislation to End Indirect Ticket Quotas and Restore Public Trust (w/Committee Video)

Homer Glen, IL…State Representative Patrick Sheehan announced that House Bill 5011 passed unanimously in committee last week, moving forward legislation designed to eliminate indirect stop and detention quotas. Rep. Sheehan aims to refocus municipal law enforcement on public safety and building trust within local communities.

“When officers feel pressure to generate numbers, it can change how they approach their job and the public,” said Rep. Sheehan. “We want officers focused on responding to real issues in our communities instead of searching for reasons to make unnecessary stops and detentions. This legislation helps restore that balance and gets us back to real policing.”

HB5011 strengthens existing law by closing a critical loophole that has allowed “de facto” quotas to continue under the label of performance metrics. While Illinois law already prohibits requiring officers to issue a certain number of citations, some departments have continued to evaluate officers based on “points of contact” which include mandated daily traffic stops, detentions and other measurable interactions. This bill ensures those evaluations cannot be used as a backdoor quota system.

The bill maintains that municipalities cannot require a set number of citations or compare officers based on citation counts. It also reinforces that performance evaluations must remain consistent with these protections, including for home rule municipalities, ensuring a uniform standard across Illinois.

As a law enforcement veteran with nearly two decades of experience, Rep. Sheehan emphasized that the legislation is rooted in rebuilding both public trust and officer integrity.

“Law enforcement works best when there’s trust between residents and local police departments,” Rep. Sheehan added. “This is a way to give officers the freedom to use their judgment and serve their communities the right way. This is an amazing opportunity to bring back community policing at its core and permanently ban the highly unpopular quota system for good.”

HB5011 received bipartisan support in committee and now heads to the House for further consideration.
